DUTIES & RESPONSIBILITIES


ARTICLE I - MEMBERSHIP

Section 1.1—Persons who are Institute members specified in the Charter of the Section may be associated with the North Central Section as Section Members.

Section 1.2—Persons who fall into any of the following classifications may be affiliated with the North Central Section as Section Affiliates:

a) Those who lack sufficient experience for Institute membership or who are in the process of applying for such membership;

b) Persons engaged in sub-professional transportation or traffic engineering work;

c) Professionals in related fields who by virtue of official position or commercial employment are in a position to contribute to the work of transportation and traffic engineers;

d) Persons engaged in commerce or industry who come into frequent contact with transportation and traffic engineers and who thus have an interest in the profession and are in a position to work with and assist transportation and traffic engineers;

e) College students registered in a transportation related curriculum.

f) Persons who have sufficient experience for Institute membership, but who do not wish to be Institute members.

Section 1.3—The Section Membership Committee shall process the application for Section Affiliate. The Section Membership Committee shall forward the application with its own recommendation to the Executive Board of the Section for final action.

Section 1.4—Acceptance of Section Affiliates shall be by vote of the Executive Board of the Section. An affirmative vote by a majority shall be required for acceptance.

Section 1.5—A Distinguished Member of the Section shall be a Section Member who has performed long-standing, notable, and exemplary service in the interests of the Section and transportation or traffic engineering profession. Section Distinguished Members shall be entitled to all of the rights and privileges of Section membership. The number of living Distinguished Members shall not exceed three (3) percent (if a fraction, rounded up to the next higher whole number) of the total Section membership on the preceding January 1, excluding
Student members.

Section 1.6—Section Distinguished Members shall be elected by the Executive Board. At least two-thirds (2/3) of the members of the entire Board must cast affirmative ballots for extension
of an invitation. Written acceptance of such invitation shall constitute election.

Section 1.7—The designation of Section Life Member, or Section Life Affiliate, membership status shall be by the Executive Board and considered only upon receipt of a written request. Such designation shall be effective upon action by the Board, by majority vote, determining that the necessary qualifications and conditions for such status have been satisfied. Such designation may be revoked by the Board at any time if the Board determines, by two-thirds vote, that the necessary qualifications and conditions are no longer satisfied. Section Life Members and Section Life Affiliates shall be entitled to all of the rights and privileges of their Section membership classification; except that the Board may adopt policies governing the placement of Section Life Members and Section Life Affiliates on inactive status, and providing a procedure for persons on inactive status to exclude themselves from receiving some or all Section mailings and publications not related to elections, voting and voting eligibility.

ARTICLE II - RESIGNATION AND EXPULSION

Section 2.1—Any Section Member or any Section Affiliate may resign from the Section by written communication to the Executive Board of the Section.

Section 2.2—Any Section Member or any Section Affiliate whose Section dues are more than one year in arrears may be dropped from Section affiliation by the Executive Board of the Section. The unpaid dues shall become an obligation to be paid before the delinquent can be restored to good standing in the Section.

Section 2.3—Any Section Member whose Institute membership has been forfeited shall also forfeit membership in the Section and will be eligible for membership in the Section only if reinstated to membership in the Institute. Any member of the Institute who is placed on inactive status by the Institute Board of Direction shall also be placed on inactive status by the Section Executive Board.

Section 2.4—Any Section Affiliate who, by reason of any change in occupation or profession, shall cease to be in contact regularly and frequently with transportation/traffic engineers or the
transportation/traffic engineering profession shall forfeit affiliation with the Section without prejudice.

Section 2.5—The Section Membership Committee shall annually review the qualifications of Section Affiliates. As soon as any Section Affiliate meets minimum qualifications for Institute membership, he/she shall be encouraged to apply for such membership.

Section 2.6—Any Section Affiliate who advertises, uses, or attempts to use his/her identification with the Section in any manner whatsoever with intent to derive personal gain therefrom shall forfeit affiliation with the Section upon action by the Executive Board.

Section 2.7—The Executive Board of the Section shall consider the expulsion of any Section Affiliate (a) upon information coming to its notice, or (b) upon the written request of five or more members, or (c) upon recommendation of the Section Membership Committee that, for the cause set forth, a person identified as a Section Affiliate be expelled. The Section Executive Board shall thereupon follow the procedure set forth in the Institute Constitution. In the event such a charge is brought against a Member or an Affiliate Member of the Institute, the Section Executive Board shall immediately refer the matter to the Institute Board of Direction for handling as provided in the Institute Constitution.

ARTICLE III - GOVERNMENT

Section 3.1—The government of the Section shall be vested in its elected officers and directors who, together with the Immediate Past President, shall constitute the Executive Board.

Section 3.2—Officers of the Section shall include a President, a Vice-President-President Elect, a Secretary/Vice-President Elect, a Treasurer and three Member Directors, who together with the Immediate Past President shall constitute the Executive Board of the Section. Only members in good standing with the Institute and Section may be eligible for election. The President, Vice-President/President Elect, Secretary/Vice-President Elect, and Treasurer must be Section Members. Member Directors must be a Section Member or Section Affiliate.

Section 3.3—The President shall preside at meetings of the Section and of the Executive Board of the Section; provided, however, that when the President is unable to do so, the Vice-President shall preside at meetings and discharge the duties of the President.

Section 3.4
—In the event of a vacancy occurring in the office of President, the remaining term shall be filled by the Vice-President/President Elect. In the event of a vacancy occurring in the office of Vice-President/President Elect, the remaining term shall be filled by the Secretary/Vice-President Elect. In the event of a vacancy occurring in any other elective office, the Section Executive Board shall appoint a member to fill the remaining term. The subsequent annual election shall provide nominees for all elective offices filled by Board appointments.

Section 3.5—The President shall be an ex-officio member of all committees, except the Nominating Committee.

Section 3.6—The President shall appoint Standing Committees and such special committees as may be desirable, with the approval of the Section Executive Board.

Section 3.7— One member of the Section Executive Board shall be appointed by the Board to serve as Section Representative to the District Board. The Section Representative’s term of office shall be one year. The Secretary shall submit to the District Board President the name of the Section Representative for the coming year prior to January 1 of each year. In addition, the Section Executive Board shall also nominate at least two qualified candidates to appear on the ballot for election by the District membership to the office of Secretary-Treasurer every four years in accordance with the rotation of Sections set forth in District Bylaws. The person elected shall represent the Section through the offices of Secretary-Treasurer, Vice-President, President and Past President. The Section Board shall determine a replacement in the event of a vacancy occurring in either of these positions on the District Board.

Section 3.8—The Executive Board shall appoint a member of the Section, consistent with the Bylaws of District 4, to serve as Section Representative on the District Membership Committee.

ARTICLE IV - MEETINGS

Section 4.1—Regular meetings of the Section shall be held as determined by the Executive Board, but not less than one meeting a year shall be held. The Section officers may call a special meeting when conditions justify. No action affecting the Section shall be taken at any special meeting, however, unless at least fourteen days' written notice concerning the matter has been sent to all members.

Section 4.2—The Annual Meeting of the Section shall be held between November 15 and January 1. A report on the financial condition of the Section shall be made by the Treasurer at the Annual Meeting. Committee reports by the President may be made at any meeting.

ARTICLE V - FEES, DUES AND ASSESSMENTS

Section 5.1—Fees and annual dues of the Section shall be established by the Executive Board. Annual dues of Section Members and Section Affiliates shall not be increased more than one dollar in any year without a majority vote of the voting membership as set forth in Section 7.2 of these bylaws.

Section 5.2—Annual dues shall be payable at the beginning of the fiscal year, which shall be January 1 of each year. Dues and any required entrance fees of new Members and Section Affiliates shall be payable on acceptance, with dues pro-rated to the number of quarters remaining in the fiscal year.

Section 5.3—Any member whose Section dues are more than nine months in arrears shall lose the right to vote. If dues become one year in arrears, action as provided in Article II may be taken by the Section Executive Board. The Board may, for a cause deemed sufficient, extend the time for payment and for the application of these penalties.

Section 5.4—Special assessments may be proposed by the Executive Board. Such proposals shall be submitted to all Members qualified to vote in accordance with Article VI, Section 6.2 ofthe Bylaws. An affirmative vote of two-thirds of all ballots received by the Secretary/Vice-President Elect within 30 days of submission of the proposal shall constitute acceptance thereof. Ballots shall be canvassed by the Executive Board.

Section 5.5—Any Section Member who is a member in good standing in the Institute and who has reached the age of 55, has paid the Institute dues above the Student Level for 20 years, including the current year, and is no longer deriving his or her principal income from the
practice of transportation or traffic engineering, shall be eligible to be a Section Life Member. Any Section Affiliate member who has reached the age of 55, has paid North Central Section
dues for 20 years including the current year, is an Institute member, and is no longer deriving his or her principal income from the practice of transportation or traffic engineering, shall be eligible to be a Section Life Affiliate.

Section 5.6—Section Distinguished Members, Life Members and Life Affiliates shall be exempt from further Section annual dues and any special assessments.

ARTICLE VI - VOTING AND VOTING ELIGIBILITY

Section 6.1—Voting for Officers, for amendments to these Bylaws, for petitions to amend the Charter, and for other matters which affect the relationship of the Section to the Institute shall be by secret ballot.

Section 6.2—Ballots shall be sent to members and affiliates in good standing. The ballots shall be delivered either electronically or by mail. The voting member will use their voting credentials and password to cast their vote electronically, or indicate their vote on a paper ballot and sign and seal the return envelope. Paper ballots need to be sent to the Secretary/Vice President Elect, who will also have access to the final e-vote tally.

DUTIES & RESPONSIBILITIES - NCITE PRESIDENT (Updated 1999)

1. Attend and preside at all Section meetings.

2. Attend and preside at all Board meetings. Prepare an agenda and distribute it in advance. Call or cancel Board meetings as necessary.

3. Represent the Section at the District 4 Annual Meeting and attend the District Board meeting.

4. Represent the Section at the National ITE Annual Meeting and attend the Elected Officers meeting held during the annual meeting.

5. Represent the NCITE on the ITS-MN Board of Directors.

6. Represent the Section at other transportation-related meetings, forums and events and present the official position of the Section as appropriate.

7. Appoint standing and special committees & committee chair persons, with the approval of the Executive Board. Standing Committees consist of:

9. Recruit volunteers for various assignments as needed.

10. Recognize the following at the NCITE Annual Section meeting:

  • All new Section Members
  • All existing Distinguished Members

  • Achievements of the past year

11. Prepare the Annual budget and calendar of events for executive board approval.

12. Prepare the "President's Message" for the NCITE Yearbook and each Newsletter.

13. Transfer information (including electronic files) to the next Executive Board and alert them to any urgent action items (January meeting).

DUTIES AND RESPONSIBILITIES - NCITE VICE-PRESIDENT

1. Attend all Executive Board meetings.

2. Plan to attend all Section meetings.

3. Serve as the Section focal point for university participation and communications -work with the Scholarship Committee Chair, faculty designee, and student chapter liaisons.

4. Provide general direction and guidance to the Membership Committee Chair.

5. In the President's absence, preside at meetings and discharge the duties of the President.

6. Perform other tasks as needed.

7. Transfer information (including electronic files) to the next Executive Board, and alert them to any urgent action items (January meeting).

DUTIES AND RESPONSIBILITIES - NCITE SECRETARY

Election as North Central Section Secretary begins a four-year commitment to NCITE's governing body, the Executive Board. The Secretary is also Vice President Elect, so you automatically become Vice President Elect the following year. The third year you serve as President of the North Central Section and the four year, when you are Immediate Past President, is your last on the Board. The NCITE President and Immediate Past President also serve as voting members of the ITE District 4 Board of Direction. The Immediate Past President also serves as a District 4 officer. In the first year, you are recording and corresponding secretary for the Section. Besides being expected to attend all Section meetings and the monthly Executive Board meetings (which are usually held on different days from Section meetings), the Secretary has the major duties and responsibilities outlined below:

1. Prepare and distribute the minutes of all Executive Board and Section meetings.

2. Distribute ballot materials for the annual election of officers (autumn) and any proposed amendments to the Bylaws (these may occur at anytime during the year, though in most years, there are none) in accordance of Article VI of the Bylaws. In order to determine the identity of the voting member, a mailing label, indicating the name of the voting member, should be affixed to the envelope below the signature block.

3. Correspond with the Institute, District 4, and other Sections as required. Also distribute or provide mailing labels to others as needed for them to distribute Section newsletters, the yearbook update, etc. Prepare and send to District 4 a Section Annual Report twice during your term: a six-month report and a year end report (there is a standard report form that is used).

4. Transfer information (including electronic files) to the next Executive Board, and alert them to any urgent action items (January meeting).

DUTIES AND RESPONSIBILITIES - NCITE TREASURER

The Treasurer serves a one-year term, which begins January 1. Besides being expected to attend all Section meetings and the monthly Executive Board meetings (which are usually held on different days from Section meetings), the Treasurer has the major responsibilities outlined below. The Treasurer cannot be a candidate for re-election because the Bylaws sate that no officer of the Section may serve two consecutive terms in the same office.

1. Maintain the Section checking account and accounting ledger; deposit all checks received, pay the bills for all Section expenses (printing, mailing, scholarships, meetings, etc.) and keep the appropriate record and receipts.

2. Coordinate dues payments with International and keep the Board informed of the number of members and affiliates who have paid dues.

3. Prepare a "Treasurer's Report" for review at each regular Executive Board meeting. Present an oral summary of the latest report at each Section meeting.

4. At each Section meeting, assist the Director responsible for the meeting in checking in the attendees and collecting money. When the meeting is over, help the responsible director to count the meeting receipts. Pay the restaurant/catering bill. Deposit the receipts as soon as possible. Send letters to members who made reservations and
then did not attend the meeting (samples are included in Treasurer packet).

5. At the end of the year, review the year’s financial activities. Treasurer's Report for the December period and the entire year. Reports to the Board at the January meeting.

6. Identify items that may have an impact on the Treasurer's activities in the following year. Meet with the incoming Section Treasurer and transfer all materials to the new Treasurer.

7. Transfer information (including electronic files) to the next Executive Board, and alert them to any urgent action items (January meeting).

DUTIES AND RESPONSIBILITIES - NCITE DIRECTORS

1. Attend Executive Board meetings (usually monthly).

2. Plan to attend all Section meetings, not just those for which you are responsible.

3. The Directors serve as program arrangers for Section meetings on a rotating basis, beginning with the January meeting and concluding with the annual meeting. For the meetings you are handling:

  • Develop program topics, contact speakers, send out memorandums to speakers indicating the nature and focus of topics, arrange the meeting format, provide for
    equipment (slide projectors, screens, etc.).
  • Contact restaurants; arrange meeting rooms, menus and the social hour. Prepare and distribute the meeting notice (including a map).
  • Take meeting reservations by e-mail or fax and advise the restaurant of meal counts and changes. No later than the start of the social hour, set up a registration table and collect the money. Print and bring nametags to be given out when collecting the money.
  • Introduce the speaker and present gift to speaker.
  • Meet with the Treasurer at the end of the meeting to count the cash and checks and pay the restaurant bill.
  • Send thank you letter to each speaker to be signed by you on behalf of the Executive Board, and send a copy of the letter to the President and Secretary.
  • Fill out the meeting evaluation form and bring it to the next board meeting for review.

4. As appropriate, chair special committees, prepare newsletter articles, and undertake other tasks as needed.

5. Transfer information (including electronic files) to the next Executive Board, and alert them to any urgent action items (January meeting).

NORTH CENTRAL SECTION
CHARTER
INSTITUTE OF TRANSPORTATION ENGINEERS

June 26, 1990


ARTICLE I - PREAMBLE

Section 1.1—As authorized by the Constitution of the INSTITUTE OF TRANSPORTATION ENGINEERS, INC., hereinafter referred to as the Institute, District 4, hereinafter referred to as the District, as recorded in the minutes of the District Board meeting on June 26, 1990, and as approved by the Board of Direction of the Institute as recorded in the minutes of its meeting on September 15, 1989 grants this Charter for the North Central Section of the Institute, hereinafter referred to as the Section.

Section 1.2—This Charter shall be effective upon Institute approval and shall remain in effect, including any amendments until rescinded by the District Board.

Section 1.3—This Charter shall, on the date it becomes effective, supersede any previous charter or constitution of a Section enrolling members from the designated areas and shall annul any by-laws of such a Section which may be in conflict with it.

ARTICLE II - AREA AND PURPOSE

Section 2.1—The area designated as that of this Section shall be the states of Minnesota, North Dakota and South Dakota or as the area shall be established from time to time as an outcome of amendments to the area designated as the District by the Board of Direction of the Institute, as described in the attachment(s) hereto.

Section 2.2—The purpose of this Section shall be to:

1) advance the objectives of the Institute

2) foster closer association of Institute members;

3) encourage members to prepare or discuss papers;

4) prepare suggestions on matters of policy to the Board of Direction of the Institute;

5) consider local transportation and traffic engineering problems;

6) cooperate with other local engineering groups on matters of common interest;

7) present the transportation and traffic engineering point of view consistent with established institute policies;

8) encourage the introduction of transportation and traffic engineering courses in colleges, universities and technical schools in the Section.

ARTICLE III - MEMBERSHIP

Section 3.1—Any Institute member who resides within the area designated for the Section, and who is in good standing with the District, may be a member of the Section.

Section 3.2—Any Institute member may become a member of the Section, without residing in the Section area, upon approval of the Section Executive Board and upon payment of Section fees and dues.

Section 3.3—The Section may adopt one or more types of Section affiliation for persons who are either:

1) not eligible to be voting members of the Institute but who are accumulating experience toward Institute membership;

2) in sub-professional work in transportation or traffic engineering;

3) students in a recognized engineering school;

4) professionally engaged in related fields; or

5) in a position to work with and assist transportation or traffic engineers by virtue of official positions or commercial employment.

Section 3.4—All persons who are affiliated with the Section as provided in Section 3.3 shall be clearly identified as "Section Affiliates" and not as members of the Section. The Section Executive Board shall submit the names and addresses of all "Section Affiliates" to the Institute prior to February 1 of each year.

Section 3.5—The Section by-laws shall establish the manner in which persons may apply for or be invited into Section membership or affiliation as well as the manner in which such membership or affiliation may be terminated, but no restrictions on Section membership shall be placed on any voting member of the Institute other than those stated in Section 3.1 or 3.2.

Section 3.6—Members of the Section shall be entitled to the privileges of the Section specified in the Section by-laws. Student Members of the Institute and Institute Affiliate members may not vote or hold elective office in the Section. Section Affiliates shall be entitled to the privileges of the Section and may vote and/or hold elective office in the Section as specifically provided in the Section by-laws.

ARTICLE IV - GOVERNMENT

Section 4.1—The government of the Section shall be vested in Elective Officers and Directors, who shall constitute an Executive Board. The Section by-laws shall specify the Elective Officers and Directors of the Section provided that the Elective Officers shall include a president, at least one vice president, a secretary and a treasurer or a secretary-treasurer.

Section 4.2—The Executive Board of the Section shall manage the affairs of the Section in conformity with the provisions of this Charter, the by-laws of the Section, the policies of the Institute, and the policies of the Board of Direction of the Institute.

Section 4.3—The Section shall adopt by-laws setting forth the structure of the Executive Board and providing the manner of nominating, electing or appointing Elective Officers and Directors of the Section and specifying their terms of office.

Section 4.4—The Section shall adopt by-laws to govern appointment of committees, number and times of meetings, assessment of fees and dues, method of amending by-laws and such other matters as the Section may desire, provided such by-laws do not conflict with this Charter, the Constitution of the Institute, the policies of the Institute, or the policies of the Institute, or the policies of the Board of Direction of the Institute.

Section 4.5—The by-laws of the Section may be adopted, and amended after adoption, only if the proposition is submitted in writing to all voting members of the Section at least thirty (30) days in advance of the date on which action is proposed. Adoption and amendment shall require an affirmative two-thirds vote of those voting. Section by-laws shall be filed with the District Board and the Institute within thirty (30) days after adoption or amendment and shall take effect upon being filed with the District Board.

Section 4.6—At any time the District Board may annul any part of the Section by-laws which it considers to be contrary to the Section Charter, the District Charter, the Constitution of the Institute or the best interests of the District or the Institute, by giving notice in writing to the Section Executive Board.

Section 4.7—The Section Executive Board may charter subsections to meet specific needs within its boundaries upon written requests of at least five members of the Section residing in the proposed subsection area. Subsections shall adopt by-laws that are not inconsistent with subsection Charter or the Section Charter. Subsection by-laws shall be filled with the Section Executive Board, the District and the Institute within thirty (30) days of adoption or amendment and shall take effect upon being filed with the Section Executive Board. The Section Executive Board may rescind a subsection Charter by giving notice in writing to the subsection.

ARTICLE V - RELATION OF SECTION TO DISTRICT AND INSTITUTE

Section 5.1—The Section shall not speak for the District or the Institute unless authorized in the particular matter by the District Board or the Board of Direction of the Institute, respectively.

Section 5.2—The Section shall not identify itself with national groups or organizations but may identify itself with local or area-wide groups or organizations.

Section 5.3—Names and addresses of Elective Officers and Directors of the Section and the dates on which the term of each begins and expires shall be reported in writing by the Section Executive Board to the District Board, to the District Director(s), and to the Institute within thirty (30) days after election or appointment.

Section 5.4—The Section Executive Board shall submit a written annual report to the District Board prior to January 15 of each year. The report shall include a summary of the Section's activities for the previous year.

Section 5.5—The District and the Institute will not be responsible for debts contracted by the Section. The Institute will not give financial assistance to the Section. The District shall remit to the Section that portion, specified in the District by-laws, of the District dues and fees of resident Section members (as described in Section 3.1), collected by the Institute and remitted to the District. No dues or fees will be required to be paid by the Section to the Institute or the District.

ARTICLE VI - AMENDMENT OF CHARTER

Section 6.1—The District Board may amend or rescind this Charter. The Section Executive Board will be notified in writing by the District Board of any proposed amendment to, or rescission of this Charter so that the Section may have an opportunity for a hearing before the District Board concerning the proposed amendment or rescission. An amendment, with or without change, shall be submitted by the District Board to the Board of Direction of the Institute for approval. Rescission or the approved amendment shall become effective on the date determined by the District Board.

Section 6.2—The Section Executive Board may petition the District Board to amend this Charter. The District Board shall meet and act on the petition within six (6) months of its receipt. If the petition is approved, the District Board shall then petition the Board of Direction of the Institute for approval of the proposed amendment. The Board of Direction of the Institute shall act on this petition in the same manner as provided for amending the District Charter. Amendments to the Section Charter initiated by petition from the Section Executive Board shall become effective upon approval by the Board of Direction of the Institute.

1. SECTION DUES SCHEDULE

Beginning January 1, 2001, North Central Section annual dues shall be as follows:

2. SECTION AFFILIATE MEMBERSHIP (6/02)

NCITE shall promote membership in ITE, which is accompanied by Section Member designation in NCITE.

Upon receipt of an application to become a Section Affiliate, the Board and Membership Committee shall make the applicant aware of the benefits of ITE membership. If after receiving this information the applicant isn’t eligible for ITE membership or their preference is to be a Section Affiliate, the Board shall consider and act on their application.

This policy is established based on past practice of this Section, the practice of other Sections and direction from ITE to not exclude applicants who want to be involved at varying levels.

3. SECTION MEETING RESERVATIONS(3/99)

A member or affiliate that makes a reservation for a Section meeting and does not attend must pay for the meal if the person taking the reservations is not notified a sufficient time in advance (by the posted registration deadline). The Executive Board may, at its discretion, waive this policy for cause on a case-by-case basis. The Section Directors and Treasurer shall administer this policy on a monthly basis and report to the executive board as required.

4. SPEAKER AND DIGNITARY DINNER EXPENSE AT SECTION MEETING (Revised 6/02)

The cost of a meal for a speaker at regular Section meetings may be paid out of the Section treasury as a Section expense. Directors are encouraged to recover the cost of the speaker’s meal by including it in the cost charged for the meeting.

The cost of registration for the Section’s Annual Meeting for the District 4 Chair, shall be paid out of the Section treasury as a Section expense.

5. REDUCED MEAL PRICES AT SECTION MEETINGS FOR STUDENTS (1/95)

Student members of the Section or one of its Student Chapters who attend a Section meeting will not have to pay the full cost for the meal they select. The cost to the student, at regular meetings, will be five dollars ($5.00). For the Section Annual Meeting, the cost to the student will be five dollars ($5.00) less than the regular price for the meeting. In all cases, the balance of the students cost will be paid for from the Section treasury. This policy does not apply to graduate or part-time students if they are employed as a professional or technician more than twenty hours per week during the school year.

6. STANDING COMMITTEES (Revised 1/07)

Following is a list of standing NCITE Committees. Additional committees can be created as authorized by the Executive Board.

A. Communications (3/99 – Revised 6/02)

Upon vacancy the Section President shall appoint a Communications Chair. This Chairperson shall recruit and recommend to the executive board for approval a newsletter editor(s), a yearbook editor(s), and a Webmaster(s).

The Section Newsletter is to be published four times per year, approximately every three months.

The Yearbook is to be published or updated annually, with distribution to take place by March 31. The Yearbook Editor shall be responsible for updating and distributing the following year's Yearbook in accordance with guidelines established by the Executive Board.

The costs and practices regarding the placement of product advertising, professional services cards, and job postings in the Newsletter, Yearbook and on the Website shall be set by the Executive Board and reviewed annually, with the goal of said advertising revenue covering all of the costs of publishing the Newsletter, Yearbook, and Website. The Communications Chair shall review all advertising policies annually and make recommendations to the Executive Board.

Where possible, email and links to the NCITE website shall be used to minimize mailing costs.

The NCITE general membership email list (members@nc-ite.org) is a moderated mail list. Only members of the current Executive Board, the Communications Chair, and the Webmaster may post messages to this list.

The email list should only be used for official NCITE business. Primarily it should be used to inform members of upcoming events and other general news regarding NCITE. It shall never be used for advertisements or other such information that could be considered “junk mail”. The Communications Chair shall monitor the use of this list, such that the use is limited to items that are beneficial to the general membership.

B. Membership (3/99 – Revised 6/02)

Upon vacancy the Section President shall appoint a Membership Chair who shall provide information to the Board on membership matters. The Membership Chair shall represent the Section on the District Membership Committee and shall take action on all Section and District membership matters not requiring action by the President or the Executive Board.

C. Other Committees (6/02)

The Section President shall appoint a Committee Chair for each of the following Committees as vacancies arise.

7. NCITE AWARDS (Revised 6/02)

A. Scholarships

The Chair of the Student Activities Committee shall annually make recommendations to the Executive Board about whom to award Section scholarships. The Board shall award four (4) scholarships annually for a minimum of $300 each.

The four scholarships shall be awarded on the basis of academic performance, career goals, ITE involvement, and related accomplishments or experience. Efforts should be made to award scholarships as follows. One Scholarship shall be awarded to a student in each of the following categories: one graduate student and one undergraduate student at the University of Minnesota; one student at North Dakota State University; and one student at South Dakota State University.

B. Student Paper

The Chair of the Student Activities Committee shall annually recommend to the Executive Board a name for the Student Paper Award. The Board shall award one (1) Student Paper Award of a minimum of $300.

C. Past Presidents Award

This award shall be given annually to an individual who has made outstanding contributions to NCITE, ITE and/or through achievements in the transportation/traffic engineering profession. In August the President shall call for nominations for the Past Presidents Award.

The President shall appoint a review committee of no less than three (3) Past Presidents to recommend a winner for this award. The President shall present a plaque to the winner at the Annual Meeting.

D. Young Transportation Professional of the Year Award

This award shall be given annually to an individual who is 35 years old or younger, and who is making outstanding contributions to NCITE, ITE and/or through achievements in the transportation/traffic engineering profession. In August the President shall call for nominations for the Young Transportation Professional of the Year Award.

The President shall appoint a review committee of no less than three (3) Past Presidents to recommend a winner for this award. The President shall present a plaque to the winner at the Annual Meeting.

8. PRESIDENT'S EXPENSES AT THE ITE ANNUAL MEETING (Revised 6/02)

Recognizing the benefits to the Section of having its President attend the International ITE Annual Meeting it is the policy of the North Central Section to encourage the President to attend by offering limited financial assistance as follows. Upon receipt of a written request, the Treasurer is authorized to pay (prior to the annual meeting) expenses in the amount requested on behalf of the Section President or, if the President is unable to attend, on behalf of the Section Vice President; provided that the total amount paid shall not exceed the annual meeting's pre-registration fee.

9. ADMINISTRATION OF NCITE DISTINGUISHED MEMBER, LIFE MEMBER, AND LIFE AFFILIATE DESIGNATIONS (Revised 6/02)

In 1988, three new NCITE membership classifications were created: Distinguished Member, Section Life Member and Section Life Affiliate. Administration of these membership categories shall be in accordance with this policy, the NCITE and District 4 Charters and Bylaws, and Institute (ITE) Bylaws. See also Sections 1.7, 1.8, 1.9, 5.5, and 5.6 of the NCITE Bylaws.

A. Distinguished Member

(1) Distinguished Member is an honorary designation available only to members of the Section and it is intended to be the Section equivalent of the Institute's "Honorary Member."

Distinguished Members shall be elected by the Executive Board and any Board member may nominate a Section member for election. No member may apply or shall ask to be elected a Distinguished Member. The Board shall annually consider electing Distinguished Members at the first regular Board meeting held after September 1, and shall not vote on extending an invitation(s) prior to that meeting. Members shall not be informed that they are under consideration, and the minutes of Executive Board meetings shall not list the name of any member discussed in this context unless, and until, the Board votes to extend him or her an invitation. The name of any member nominated, but not voted an invitation, shall not be recorded in meeting minutes or announced to the membership. A future Board may not rescind the election of a Distinguished Member, and the term "Past Distinguished Member" shall be used to refer to those who resign from the Section or after death. Past Distinguished Members shall not be counted towards the numerical limitation imposed by Bylaws Section 1.7.

(2) The Executive Board shall have wide latitude in its deliberations when electing Distinguished Members. There are no specific requirements other than being a member of the Institute and Section Member (Affiliates are not eligible for this designation), but the Board shall strongly consider the variety and extent of his or her participation in North Central Section activities as well as the member's professional reputation. As a general guideline, candidates should normally be at least fifty (50) years of age and have been a Section member for at least twelve (12) years. Examples of active participation in the Section are as follows:

a. Having served as a Section and District officer

b. Active participation in Section committees

c. Active participation in preparing for and hosting District 4 annual conferences

d. Having volunteered for special projects or tasks

(3) As soon as practical after the Board votes to extend an invitation, the President shall issue the written invitation and request a written response. Written acceptance shall constitute election. The names of persons who are elected Distinguished Members shall be announced to the general membership for the first time at the next Annual Meeting, when they will be honored and presented with an engraved plaque in accordance with NCITE Policy paragraph 9. C.(1). The names of newly-elected Distinguished Members may be listed on the Annual Meeting notice mailed in advance.

B. Section Life Member and Life Affiliate

Any Member or Section Affiliate who satisfies the criteria specified in Bylaws Section 5.5 may request, in writing, that the Executive Board designate him or her to be a Life Member or Life Affiliate, respectively. The Board may grant Life membership status at any regular meeting and such action should be announced at the next Section meeting. Persons who received Life membership status at any time during the year shall be recognized and presented a certificate at the Annual Meeting in accordance with NCITE Policy paragraph 9.C.(l).

C. General Provisions

(1) An engraved plaque shall be presented to those persons elected Distinguished Members, and a certificate to those designated Life Members or Life Affiliates, in a ceremony at the next Annual Meeting. The President shall extend a personal invitation to the Annual Meeting to these persons.

(2) Section annual dues shall be waived beginning with the year following the year in which the Distinguished Member or Life membership designation is received.

(3) The Section Membership Chair shall maintain an up-to-date roster of Distinguished Members, Life Members and Life Affiliates and their mailing preference. All Distinguished Members shall be recognized with a listing in the first section of the NCITE Yearbook, in addition to their regular listing in the alphabetical membership roster. Past Distinguished Members shall only be listed in the first section of the Yearbook.

(4) Distinguished Members, Life Members and Life Affiliates shall be entitled to all of the rights and privileges of their respective Section membership classification prior to receiving this designation. They are expected, and should be encouraged, to continue active participation and leadership in Section activities. These individuals will continue to receive all regular Section mailings as long as they continue active participation in NCITE events. In instances where attendance at Section meetings is poor, the Executive Board may direct the Secretary to send those persons a form letter in December, which permits them to go on "inactive" status; in that case, they will no longer receive regular mailings on an annual or ongoing basis.

10. NON-MEMBERS ON MAILING LIST (2/87)

Persons who are neither Section members nor Section Affiliates may, upon written request, be placed on the mailing list and receive Section meeting notices and Newsletters by vote of the Executive Board and payment of an annual fee equal to the annual dues for Section Affiliates. Such persons may purchase a copy of the Section Yearbook at an additional cost of $25.

11. DUES COLLECTION (Revised 6/02)

The Section dues collection policy is as follows:

Fall—ITE sends next year’s dues notices to all members and Section Affiliates.

Spring/Summer—ITE sends reminder notices to members and Section Affiliates as necessary.

October—One additional current year’s dues reminder will be sent to members and affiliates who have still not paid, along with the ballot for next year’s officers and directors. Unpaid members are ineligible to vote.
